I have received a book that has 34 pages about the middle of the book that are shorter than the rest.  The section has about 1/2" torn off from the tops of the pages and the words run all the way to the bottom edge of the page leaving no bottom margin and no page #'s.  There are fifteen little notches across top of each page.   They are torn across with very ragged edges not smooth (like teeth marks when you tear foil or plastic wrap off a roll).  And a few pages have tears deeper into the page. 

What should I do?

It sounds like a publishing error and that would not be a RWAP since its not damaged by the sender or the USPS. You can contact the publisher for a replacement copy of the book.

I am with Melanie...sounds like a printing error which are acceptable on PBS.

Sounds like a printing error.  Those can be confusing, but TPTB have never stated that they cannot be posted.
