This book might well confuse you if you haven't read the first book in the series (Cretaceous Sea). It's a lot more about the mechanics of time travel and changing history (and then restoring it); there aren't any dinosaurs in it until the final third. That said, I found it fascinating. :-> There's a lot of interesting anthropology in the future societies posited.
