This is the first time I have received a request.  I need help. 

The requestor sent conditions.   I would like to e-mail and discuss this book first, but their is no 'PM' button.  How can I send an e-mail? 

The options are:  I cannot mail this book , this book does not meet the requestors condition, and this book  meets the requestors conditions; but no PM button.

I don't want to lose my credit.

You have no way of contacting a requester at this point, you would need to accept the RC and then PM them.

Can  I decline to send the book after 'accepting' the request without getting into trouble?

Yes. You would only get into trouble if you had a bad history of cancelling with no reason, the PMs will show why you cancel this order.

Is it a WL book? If it is then you can just decline and repost, then deny the RCs. Don't ask the requester to cancel on a WL book because they would lose their place in the WL line.  If it is not a WL, but one available in the system, then you should make the requester cancel and reorder it so that you don't lose you place in the FIFO line.
