i go to my settings and hit the browse button and it takes me to my pictures on my computer and i highlight a picture and then i hit 'save' and then there is writing in the little box and i hit 'update my settings' and then i still have no icon - am i doing something wrong?  my pictures are jpeg format, so it should work, shouldn't it?

It depends on the size of jpeg.  This is from the Help Docs:

  • Make sure your picture is a valid file type (gif, jpg, png), and is smaller than the maximum filesize (30kb), and smaller than the maximum allowable dimensions (75px x 75px).

    It's got to be the right size, and not just file size but pixel size.  It's easiest if the picture you want as an icon is square.  Presuming you have Microsoft Paint, open your picture with it and go to Image, Attributes, and change the units to Pixels.  Then set the height and width to 75 pixels each.  Then make sure your picture is saved as a jpeg and it should work.
