Non-fiction, this book is a history of the Social Welfare System and how it developed in the United States. The author notes that virtually everyone hates the 'welfare system' and at the same time apears to be incapable of changing it to something that works well. The book covers from colonial times up to the Reagan administration.

A reminder of how we got to have such a crazy system....Katz is humane, comprehensive, and thoughtful.
