I live in an apartment with small boxes in our lobby. If I print postage at home, where do I place the book to send it out? Do I go and put it in the blue mailbox on the street? Or do I put it inside my lobby mailbox? Or leave it on top of/next to the mailboxes?

Yes, definitely blue box.  That way no one can walk off with it before your postman collects it.

You can put it wherever you want based on whatever arrangements your complex has with the USPS. There is no rule that says you have to put it in a blue box. Where I live, we have several options, including leaving it in the complex office with the outgoing mail. The mail carrier picks it up from there. I can't imagine it being stolen in our office but I suppose you never know.

However, I do always go to the post office and put imy stuff in the APC bin because that's where I feel most comfortable putting it. I don't clog up the blue boxes when I dump in several books and it gets picked up faster at our PO in the APC bin.

It's your choice.

If you have mailboxes in your lobby I think it would be fine to mail packages there. My office building had those semi-official "courtesy" mailboxes and I dropped books in all the time. But - as others have said, it depends on the rules of your particular building.
