There is a small tear on the back cover of a book I have a request for. Should I disclose this before sending it? It is less than one inch so it's within PBS guidelines.

you do not have to disclose anything as long as it meets PBS guidelines except for writing/stains in textbooks and cookbooks.

If it's within PBS guidelines, it's not a problem. If someone wants a cover with no tears, it should be stated in a special requestor's condition when the order is placed. Go ahead and send the book. :)
