This is the story of Andrew Trevayne, a self-made millionaire, former undersecretary of State, and head of a prestigious foundation who believes in service to his country. Because of this impeccable reputation, he is chosen to head up a subcommittee to investigate apparently far fetched allegations of a clandestine rogue operation within the bureaucracy of government. However as Trevayne and his committee digs deeper and deeper they find increasing evidence of an corrosive entity which is infiltrating and controlling all to many areas of American life and policies. It's a great read written by Ludlum during the time of the Watergate scandal with all too many touches of reality.
