I got a response from The PBS Team to my questions.  I have added their answer in blue for anyone who's interested.

I'm still waiting to hear what happens to the $0.49 transaction fee OR the free-swap-fee credit when a book is RWAP or goes lost in the mail, but I have another question. I know tour guides are available for PM but this information might be helpful for others so I'd rather post it here than in a PM.

The swap-fee will be refunded when the credit is refunded for RWAP and lost in mail books. This will happen automatically when the sender refunds the credit or the system returns it. **my advice if you have a RWAP is be sure that when the sender is returning the credit that they use the give refund button and not just sending a credit using the give credit button on the profile**

So, limited members get 1 courtesy 55-cent printable postage fee per quarter and standard get 1 per month. Correct? This is correct.

Do these accumulate? Or are they use it or lose it? If I'm a standard member I will get one for february. If I don't use it by the end of the month will I then have 2 available for March or does the February courtesy printable postage expire at the end of the month? These do not accumulate (rollover), so February courtesy postage must be used in February and March used in March and so forth.

Standard vs limited and discussion forums: I gather there will be 2 new forums. 1 for standard only and 1 for both limited and standard. Will the current forums still be available to both limited AND standard members (CMT, games, BB, genre forums...)? The forums we have currently will still be available to both limited and standard members - no forums are being removed.

1) Sorry I can't answer about the $0.49 fee, if you haven't already, please send that to the team via the Contact Us link. If you get an answer, will you please share it?

On SADVD or SACD when someone RWAP the system looks at their account to see if it's a pattern (9 out of 10 RWAP is a bit fishy), if there doesn't appear to be misuse, then, yes, there the fee is returned. However, there everyone pays a per swap fee and there are no membership levels.

2) Postage fee credits are use it or lose it, they don't carry over or accumulate.

3) Limited & Standard peeps don't need to worry about forum access. Everything will be the same access as now, only exception will be the special Standard & Limited/Standard forums that are created.

I have not found it stated here, but on the sister sites the fees are returned on problem swaps so my belief is they will be here too.

yes, my guess is this site will operate just like Swap-a-cd in that respect: if a CD gets lost in the mail, your credit is returned and your .49 fee is returned. i've never had a problem there -- it is done automatically.  (actually, on that site, it happens more often because CDs get broken in the mail and the credits and fees are returned as soon as you report the problem.)

I have never used PBS postage before. I take my books to the post office and ship them media mail. Could you explain how will i redeem my "limited members get 1 courtesy 55-cent printable postage fee per quarter" and how it works cause I get charged $2.69 per book that I send out. Thanks

Kathy, the courtesy printable postage just comes off automatically. You will then just be responsible for the postage and electronic delivery confirmation price. The money to pay this comes out of your PBS Money account.

Kathy, to be clear the 55 cent fee is the fee charged by PBS for using their printable postage. For limited members they will waive that fee once every quarter, but you still have to pay the cost of the postage. This is only a benefit if you use the printable postage through pbs.
