Would you consider a book unpostable if the paperback had a 4 inch slit in the cover (scissors or knife) and was repaired with a piece of packing tape? Would you mark as RWAP if you received this way?

I think according to the rules of the site, that condition would make the book unpostable.  However speaking just for myself, if I got it and it was neatly repaired and nothing was missing, I would be OK with it.

Yes, it would be unpostable, as rips or tears cannot be more than 1 inch in length, repaired or not.

As to whether or not I would mark it RWAP ... well, if it was in really good condition besides the cut, probably not. If it was questionable, plus has the cut, then yes. That's just me, though.

As a general rule of thumb, tape cannot make a book postable.

Tape doesn't make it unpostable, but a rip or cut over 1" does make it unpostable.
