If I am sending it in a padded mailer do I have to use the wrapper? I am printing postage from my computer so I am not sure how to fit the postage and the wrapper onto the package.

No - you can hand address if you want -- or tape the wrapper on and put the stamps up in the corner.

Amy, she said she printed postage, so she isn't using stamps.  Are you sure there isn't anything on the wrapper that she should attach to the envelope with the printable postage portion? 

Kristina, what I usually do is cut out the "important" part of the wrapper and use it as a mailing label on the front of my envelope. 

ETA: Now that I'm re-reading your original message, it sounds like you're not using PBS printable postage.  If that's the case, you don't have to use the PBS wrapper at all.  However, if you print postage here rather than at another site, you will get your credit instantly when you mark the book mailed.

If you print the postage, you can still use a padded envelope.  Just tape the label to the envelope, and you shouldn't have any problems.
