I've seen it mentioned several times, but I don't see it in any of the menus.

If you go to the Community menu up above and choose Discussion Forums, you'll find the Book Bazaar there.  The icon is a circus tent.  It's one of the discussion forums where members offer and ask for deals, advertise their bookshelves, etc.  There's a red sticky thread at the top of the Book Bazaar forum that explains the rules.
