...you click "This person has NOT resolved the problem" under the transaction links?

Does anyone know what the message says?

I don't know what it says but I think it counts like a double-strike against the person.

I marked a book RWAP over two weeks ago, and pmed the sender to explain (it was water damage). I never got a response. So, I clicked the "sender has not resolved the problem" button last night.

It apparently sends an e-mail from PBS urging the sender to reply, because I got a reply in two hours, and she refunded my credit. I have no idea what the exact wording is, and I never want to know from personal experience, but it seemed to work! (And yes, I then marked the issues as resolved)
