Who do you then contact?  

My new carrier skips mail deliveries at least once every two weeks, today he actually marked a package as delivery attempted but he was never here. My box is on my screen door, the main door was  open all day,  and someone was in the livingroom all day. None of my neighbors rcd mail either. I've called my local postmaster and the customer service line repeatedly. They say there is nothing that they can do. 

Any suggestions as to what I can do?

Yes, go over their head and make a formal complaint at USPS.com.  It should end up with your regional postmaster...they usually take these complaints seriously.  Or you could try some internet research to find your regional office yourself, and make a complaint directly.

Be persistant and insistant....upper management will check into it.  It may take awhile to get the ball rolling tho, so it would be useful to keep a journal of events.

Many years ago, I sent a complaint to Postmaster General, Washington, DC and it got prompt action.  Don't know if that would still work today.
