Does the book becomes a wishlist hold on your shelf. or maybe they are a la carte and haven't been able to buy a credit yet.

The only way that happens is if the book was on their WL.  It goes into the 2 day hold thing to give them a chance to purchase or receive a credit to request the book with.  If that doesn't happen, the book's offered to the next person on the WL.  If there is no WL, it goes on the poster's bookshelf.

You can't just go out and request a book if you have no credits.  The system won't let you.

the reason I ask is because I have a book that has been on my shelf for several months. So it has been available for some time. This morning I wake up and find the book on wish list hold waiting 48 hr for the member to have credits to get the book. I had always assumed that a book that was available could not be wish listed.

The most likely scenario is that the member previously had their account on vacation hold. You posted the book while their account was on vacation hold, so the book was available on your shelf. When the member came off vacation hold, they had that book on their WL but no credits, so it went to a 48 WL hour hold. I recently had the same thing happen to a book I'd had on my shelf for months as well.

This does not mean that the member does not have credits.  That is always what the 48 hour hold says.  It's waiting for the member to confirm they have credits and still want the book. It's just waiting for them to accept or decline the wish list offer.

The system would just not let them request a book if someone was trying to order an available book and they did not have the needed credit and swap fee.

As others said, it is likely someone who had WLed a while ago and had it on hold this whole time. (I have had many of those on my WL). When they unhold it on their WL, it places the WL hold instead of just ordering it.

If the book has been posted on your shelf for several months and you are just now getting a WL request for it, I agree with Sheryl regarding a vacation hold being removed as the likely reason.

well the 48 hrs went by and nothing happened. no request.

Sounds like someone placed their account on vacation hold for a year or more and then forgot about it. It came off hold and their wish list was activated again. Either they ignored the email from PBS or they've also abandoned that email account in the meantime.
