What happens if I get notified that a book on my wish list is now available, but I don't have any credits at that moment and I don't want to buy any?  I know that if turn down the book the next person in line will then get the option to take it.  But what happens to me?  Did I just let someone in front of me in line and I am still at the top of the list or do I move down to the bottom of the list or do I get kicked off completely and if I still want the book, I have to go back and add it to my wish list again?

If you decline a Wish List offer (or allow the offer to time out) it is removed from your Wish List completely.  If you want to wish for it again you'll have to add it back onto your Wish List, which means you will be at the back of the line again.

And if you do that too much, you will most likely get a warning from PBS. They frown on people doing a lot of it. In the Terms of Agreement or Help Center, there's something about not putting books on your WL unless you plan to keep credits on hand for them, or plan to purchase them at the time they come available.

Thanks for the heads up about the frowning.  I just checked and all of my wish list books have at least 15 people in line so I'm not too concerned about getting any notifications before I get some more credits.  I already have two books I have sent and will be sending 8 more this weekend.  After that I will be sure to keep some credits in the bank.

I had this happen and asked to borrow a credit on the board, and a very nice soul who calls herself a 'brat' buddied me one.  I made sure to save her profile page so  the first moment I had another credit, I buddied it right back.  Most PBS members are part angel, I am convinced!
