As far as I know, the WL here is still first come, first served?  I know they will be changing it, but I don't think they have yet, since I can't change how they are ranked in my list.

So, here's my question: there was a book I wanted.  Nobody had wishlisted, so after I put it on my wishlist, there was  1 member who had it on there wish list (me).  Today, though, I see there are 3 members who want the book and I am ranked 3 out of 3 for the book.

How is this possible?

The people were on the list before you but they either had their accounts on hold or had an order pending for the book making it appear as if they werent on the list. Once they take their account off hold or their pending request was canceled they were put back in their spot on the list.

I would have thought that if it was just one person, but two people had their accounts on hold and wanted this very obscure book?

It happens more than you think there are a lot of members on the site.32,890 with public profiles more without them. Its not as rare as it seems like it would be. Add to that that a lot of people put their shelves on hold after the holidays to save on postage after spending on gift shopping and its probably happening more now than it would at other times in the year.
