i printed out postage for sending books,

i was sending extra books with order well instead of putting 1 lb 12 oz i put 3 lbs 12 oz.

is there anyway i can delete postage already printed and start over

You can add postage(stamps) to the printed postage.

Even if you reprinted it, I think the weight stays the same....but not sure on that.

If you accidently put in the wrong weight, you have a very short time frame in which you can contact the PBS team and explain what you did. I did this once and immediately contacted them. Fortunately, they were able to reverse the transaction. However, the time limit, as they told me, is set by the USPS, so don't fool around when you make this mistake. Posting here probably indicates that you have exceeded the time limit.
