For example, I have my own account currently, and we were wondering if my husband can have a basic account?

Yes, you can. This is from the Tems of Sevice (TOS):

One Account per Person, Maximum of Two Accounts per Address or Household
No individual is permitted to register more than one account. No individual may register "for" another person, or manage more than one account. No more than two accounts are permitted per address or household. Only one account per household will be eligible for startup Credits.

Please be very careful about logging in and out of each account in too close of a time sequence, especially if you're taking turns on a single computer. PBS has in the past suspended members if it appears that the same person is managing both accounts, even if it really is a spouse's account. For example DH & I have separate credit union accounts but I'm the one who logs into both so there are times I sign in back to back; this would be suspicious to PBS. TPTB apparently can see the server data and will check login time stamps. Don't know what they see if each account is on a different computer & both are simultaneously in use. That might be perfectly fine. You may want to check with them just in case.
