Clio got engaged to Piers at the age of 17 (their families were friends). As a child she was friends with Piers' brother Rafe. It is now 8 years later she is still waiting to be married. It seems in the brief times Piers has been home, he has never expressed an interest in getting married. Clio is gossiped about (because as you know, it's her fault they aren't married yet). When she inherits a castle, she sees this as an out of the engagement. Rafe, while is his brother is out of the country, is handling his affairs.
This worked well for me. Both Clio and Rafe have a background together. Rafe (because of course he is) is all "I'm not good enough for her!" Rafe is also a fighter, a 2nd son, and the black sheep of the family (I also wonder if he has ADHD/dyslexia). I really liked how Clio thought out a long term plan for her estate's profitability.
