I've sent stuff like that first class, but then I try to always use the APC machine.  when I have gone to a employee I think they do it first class as well

it would just be a first class package vs a first class envelope

Yes, send first class parcel. It will need $1.98 in postage. Parcel post would be more expensive until the package weighs more than 13 ounces. patti
