Section sixteen [16], of chapter sixty-nine [69], of Crofcld's Digest. prescribing the fees of the Secretary of State, be, and the same is amended so as to read as follows : " The Secretary of State shall be allowed for his fees of office as follows : For every instrument to which he shall be required by law to fix the seal of the State, or the seal of his office, one dollar. For all copies of records, or other papers in his office, for every one hundred words, the same as nov or may hereafter be allowed the clerk of the Supreme Court. For every Commission issued through his office to citizens of other states, five dollars; Provided, That no fees shall be charged for writs or process issued on behalf of the State; And provided further, That the above fees shall be paid by the person to whom the said instrument or commission may be issued. Section 2. That this Act take effect and be in force from and after its passage. Approved, July llth, 1868. ]STo. IX. AN ACT TO FIX THE RATES OF INTEREST ON MONEY, CONTRACTS, JUDGMENTS, MORTGAGES, .AND OTHER COMMERCIAL PAPER. 1. The rate of interest. 2. Creditors shall be allowed to receive interest on jndgments at the rate of six per cent. 3. In all contracts hereafter to be made. it shall be lawfnl for the parties to stipnlate the rate of interest. 4. School, College, or Seminary fnnds to be loaned at not less than ten percent. 5.
