Sometimes it pays to search the internet. I got in an argument (because I said yes to a question) with Miss Prissy and my local PO.

She charged me the one ounce first class rate in addition to the media mail rate on my package because there was an "insert" in the package (actually it was the second sheet with a hand written note).

I found this in the DMM (yellow highlighting is mine):

170 Retail Mail
Media MailPaste
173 Prices and Eligibility
4.5 Incidental First-Class Mail Attachments and Enclosures

Incidental First-Class Mail matter may be enclosed in or attached to any Media Mail piece without payment of First-Class Mail postage. An incidental First-Class Mail attachment or enclosure must be matter that, if mailed separately, would require First-Class Mail postage, is closely associated with but secondary to the host piece, and is prepared so as not to interfere with postal processing. An incidental First-Class Mail attachment or enclosure may be a bill for the product or publication, a statement of account for past products or publications, or a personal message or greeting included with a product, publication, or parcel. Postage at the Package Services price for the host piece is based on the combined weight of the host piece and the incidental First-Class Mail attachment or enclosure.

(I got the 44 cents back the next day from the branch manager.  I can't believe I won!!!

Way to go Wayne! I am always glad to see when a member takes a stand when a postal employee want to make up rules to take advantage of people. For what it is worth, that slip isn't even a personal message or greating, it is a packing slip/invoice and that is always includable with Media Mail.

Thanks for posting this handy info! I regret to report we have the worst post office near our house. I can easily envision repeating your experience with them. Given what we've already experienced with them, I would cherish reciting regulations to them. But now that I am up to speed, that probably won't be the reality. One never has the fights they are prepared for  ... why is that? lol

Wayne - Good for you. I am happy to hear the supervisor made it right. Many employees do not know they can charge the 44 cents let alone what is allowed to be included without charging it. I wish that was not true but I know it is.

Well done Wayne!  An unfortunate number of postal employees do not fully understand the Media Mail regulations.

hey  way to go!!!  thanks for sharing that. I always mail from home and include the half page with the 2 addresses on it.
