A one to two years ago I read a book, it was a fantasy and I cannot remember the name of the book or author but I do remember it was meant to be the first in a series.

It had dragons, and only certain people were selected to work with the dragons, and when they did start they got addicted to it. I remember the book started with a procession where they choose the apprentices and then tied them to a railing where they were whipped with lashes coated in the dragons venom.

Anyone know the title?  I had a friend read it before me and she also does not remember the title and wants to read it again.
