"The major back-up force for local police was the National Guard, which was nominally under the control of the state governor but was paid (up to 90 percent), trained, and equipped by the federal government. Until the civil disorders of the late 1960s, the National Guard's primary responsibility had been to augment the regular Army in time of war or national emergency. But by the summer of 1967, the Guard was being called up repeatedly to help handle the growing ghetto riots."
