I received a highly requested paperback book from a member with 4 pages that have come loose from the binding.  I don't care, I really wanted to read it and was happy to get it  at all.  Should I repost it or consider it damaged?

Sounds like the pages held on just long enough to make you the lucky one to pull them.  I hate when that happens, and as a fan of vintage books, it happens a LOT.  You're right, the book is no longer postable.  Fortunately for me, I rarely (if ever) repost.  Sorry you had such rotten luck, although if you prefer you can think of it as being honored to be the book's last recipient :)

Yes, in order to be postable all text pages must be firmly attached to the binding.
