One page looks like it's about to rip and the page right after that is torn. I measured it and it is a little more then an inch torn on the top. The sender taped the bottom half of that page together.

The sender did a good job with the taping so if I mark it RWAP, can I ask for my credit back if I can still read the words through the taping? Is this book also re-postable again?

I wouldn't repost it.

It sound like you can RWAP if you want, as there aren't supposed to be any tears on text pages (regardless of taping).  Whether you ask for a credit back is up to you.  It does seem a little boarderline, though.

The 1inch measure is for the cover, pages say no tears. Usually if I only find a small amount I figure they missed it and just make a mention of it without a RWaP, but since they taped it they knew it was torn so I'd probably mark it RWaP to let them know the book was not postable. Tape does not render an unpostable postable. Asking for your credit back is always up to you. If you want it, ask. I would expect a little bit of hostility from the sender when  the damage is very minor, but the bottom line is the damage shouldn't go back into the system so you are not able to recoup your credit. If its something you could ask for a credit for in the Bazaar, then maybe you can get the credit that way instead.
