I received a book back in the mail today, that I mailed out on 6-19. It was mailed from MO and was returned to me with a stamp saying it was re-wrapped in Philadelphia. They also mailed back part of the wrapper I'd mailed it in, and it looks as though it was eaten by a machine. It (the original wrapper) has black grease all over it and has a slice through it, and looks like it was chewed on for a while. It was shipped from me in a new bubble mailer.

My question is do I have to pay to reship it again?

I would think your local post office would resend the book for you if you take the whole mess in and talk to them. Sounds like it got caught in one of the machines. If the local post office is not sure or refuses, contact the claims and inquiry office and explain the situation to them.
