I mailed a book yesterday morning. It printed a First Class label and charged me the fee here. I took it to my PO, gave it to the clerk and paid her. The charge was what it should have been with their DC fee added to the postage. I noticed today it was not showing as scanned yet which was odd since they are usually quick...and when I pulled my reciept out I noticed she didn't add the DC fee on there. It just shows the postage amount. Now I realize it's only 27 cents I'm losing here but now that I have gotten used to using DC and getting that credit so quick...got spoiled..lol...

You have to make sure they scan it and add the .19.  Just yesterday the same clerk that sees me at least once a week with several books with PBS DC on it forgot to add the .19 and scan the book.  We were chatting and it wasn't until after she printed the postage that I realized she hadn't scanned it-it was easily fixed. 

One time the clerk saw the DC bar codes and just put them in the pile of postage paid packages and I had to point out that it wasn't postage just a DC barcode.

You're not losing the 27 cents, because if your book goes lost you can still get the Guaranteed Credit, which is really what the 27 cents pays for.

It's also very likely that your book will be scanned somewhere and you'll get the Quick Credit then.

Yes, just because you weren't charged the19 cents doesn't mean the DC isn't active or won't be scanned.  Now, what could happen (although I'll admit it doesn't usually, IME) is that the book arrives 19cents postage due.

If someone catches it, they usually just line out the DC so that it cannot be scanned, but most of the time they get scanned by a sorting machine and no one notices the postage is short.

I'm not stressing over the 27 cents for sure..it was just weird. I did pay the amount that PBS calculated for the postage plus the DC amount it just wasn't on the reciept and I admit the thought did cross my mind about it arriving postage due. Since it went first class I kinda doubt it will though..it cost more than the one last week that went first class and that one was a larger book.
