I first removed all conditions and waited overnight then wrote some new ones. The old ones are still showing.

Where are you seeing the old conditions? I just tried editing the conditions on my My Account / Settings page and the change worked fine. No need to wait overnight.

If you requested a book with the old conditions in effect, then those are the ones that apply. You'd have to cancel and re-request the book in order to see the new conditions on it.
