If they are sets of cards, rather than a bound recipe book, they can't be posted.  It is hard to tell from your description, though.

If they are the ones with coupons and adds then they can't be posted on PBS.  Those fall under the magazine category and can't be sent media mail.

I think you can put them in the bazaar, with good descriptions.  You can't put them in the library (normal posting to your shelf) if they have ads.
