This was willing tried by my 3 1/2 yr old granddaugher and she didn't do badly, but I think it still was a bit difficult for her. I would recommend five and up. I don't think any younger has the motor skills yet.

Usborne drawing books are wonderful for young children and show simple step by step diagrams as to how to draw - this one specifically breaks down animals into simple shapes, circles, triangles, etc. to help your child learn how to draw their cat, dog, etc. This is a good early drawing skill to learn as everything can be broken down into simple shapes. Perfect for the artistic child whose parent is less than artistic. Great series of books.
