I have a WL book that was withdrawn from a library in the UK. It has the standard "Withdrawn" and "Discarded" stamps on the flyleaf page, which according to the rules are ok.  However, on the next page, the title page, there is a sticker, approximately 2"x4", that states the name of the library it came. It does not obscure any text.   Also, on the inside of the front cover, there is a stamp approximately 2"x2" in which someone has handwritten three dates.  I was wondering if the sticker on the title page and the stamp/writing on the inside cover woud make this book unpostable.  Besides those two issues, the book is in great condition, even though it has a regular paperback binding and not the plastic cover that is typically on library books. 

I have searched the help docs and can't seem to find anything on this.

If inscriptions and Bookcrossing stickers are ok on the flyleaf and inside covers, (which they are), I would think library stickers are fine as well.

The policy states that it should still meet the other quality quidelines.  I have understood this to mean that: no obscured text, no torn pages, no stains, no missing text pages.  I have posted many books similar to yours in the past without incident.

I'd say it's postable.  As long as the cover is intact and the text pages are unobscured, then it is understandable that an ex-library book would have stickers on the cover and sometimes front/back flyleaf or inside covers.

Personally, I'd think it was pretty cool to get one from a library in another country.
