I don't know if I missed this but what time do the a la carte fees take effect?  Is it MN 2/15/15 ET?

PBS has stated that the site will be closed down to do the shift. It will be Eastern time as they are located in Georgia. 

The header states 11PM Eastern.

Home page reads: February 14, 11 pm EST the site will be shutting down for a few hours to do maintenance. (8 pm my time, PST)  9 pm MST, 10 pm CST.

It says 11pm (Eastern) on the 14th that maintenance will start so I guess whenever that finishes we will get the extra wishlist spots.
