If you decline an RC you must state a reason in the box.  Who sees this?  Does the requestor see it, or just PBS?

I believe that a copy goes to the requesting member and PBS wiould also have it on file.

The reason for the decline goes to the requesting member. So if my RC is declined the message stating why would come to me.

You can decline simply stating "does not meet conditions".

PBS would never look at it unless someone asked them to. But they have access to it, if the person declining the RC is unusually rude.

The other member is the person who reads it.
