You know, I love to fix things I like and make things I can, but there are just some things that are not worth doing, and your issue here sounds like one of them to me. Since you have standard size paper it sounds like it would be easy enough to get anohter notebook, and then you could reinforce the new one so it would last longer. It's hard to picture what you would do to fix it without seeing it. I did see that they are now selling sheets of duct tape material in the craft store. Maybe that would help. I have wire bound notebook with a really cool cover that looks like ribbon candy flattened out that broke up around the wire. I took embroidery floss to it and sewed the cover on and then put clear mailing tape on it to hold it better, but I don't know if that kind of solution would help with a binder.
