Millions of people visit these areas each year to view their spectacular scenic vistas. In 1977, Congress made the protection of visibility in these areas a national priority. Part II of this article provides an overview of the history and purpose of visibility regulation, and Part III describes the scientific basis for such regulation. Part IV discusses the early years of visibility protection; Part V evaluates visibility protection in the 199Os; and Part VI discusses EPA's recent efforts at dealing with the visibility problem.« less
