An excellent discussion of the undeclared naval war of 1939-1941 between the United States and Germany. I've long wanted to read a book on such and have finally done so. It answered many of the questions I had, based on references in other books I've read.

The authors also make the point that Roosevelt really didn't want a declared war against Germany, just wanting to provide the weapons Britain and the Soviet Union could use to fight the Nazi menace. I'm not sure I agree with that.

One of the authors was a career officer in the U.S. Navy during this period.
