I'm pretty sure this will work, but I just wanted to check with the PBS hive mind before I did anything irreversable.

I'm going to be moving soon, so I'd like to pause any incoming books, but to continue to send them out.  If I go to my WL, check all, and then put all my WL books on hold, I will just be pausing them, correct?  They will continue to up the line and then I will be skipped over if I get to the front of the list, right?  But I will retain my place in the queue?

That looks right to me.  From the Help Center:

 

New feature! Putting your whole Wish List on Hold: To do this, you choose "check all" at the top of the list and then click "Hold checked" this will preserve your "place in line" in the Wish List but your Wish will not be active this hold will also make auto-requested wishes INACTIVE. You can do this page by page or do the whole Wish List by checking the additional box that appears when you check the "check all" box You may want to do this for example if you have no credits to accept Wish List books, but you still want your Bookshelf to be active

Yes, that's right. I haven't done it for all my books, but I have quite a few on hold. When I'm ready for one, I take it off hold, and since when I take it off hold I'm #1 by then, it gets offered within a week or two.

That's right.

I have like 50 books on hold and just unhold them when I feel I'll read them within the next 3 months. I dislike getting books to languish in my TBR!

Yes that's how it works for hte WL but not hte bookshelf.  With the bookshelf it's all on vacation hold if you want to keep your place in line. 

I usually have 75% of my WL on hold for the same reason as DG-I'd rather get passed over on some then add them to the pile until I am ready for them.
