You can't post it.  There is an ARC sticky thread in the BB, however, and there are also some in the genre forums.

Is it a WL book?  If so, after making an arrangement with someone (where it's clear via PMs that they understand what they are getting) you can post it to them directly.

You can also have them PM you their address and have them buddy a credit and send it to them.

If you want to use PBS delivery confirmation you can make up a dummy book title to mail it under. I made one as: AAAA Friends Mailing Label. You can use that or make up your own. Just post that "book" to your bookshelf. (Check that no one has it on the WL for some odd reason.) Make sure you both PM each other that she knows she is getting an ARC, so it is recorded in the PBS system. Have your friend order the "book." It is clearly a mailing label to PBS. You send it out DC, you get an instant credit and she will be able to track it along the way.

I've sent out several ARCs that way. It works great.

Editted: Weird, the fonts were all messed up.
