Is there a way to turn off the RC when I put a book on my wish list?  I've can't seem to find the button.

You can turn your requester condition on and off but can't just apply it to certain books.

If you don't have the wishlist book(s) on auto request, you can turn the RC off before requesting it. If you have the wishlist book(s) on auto request, you need to turn the RC off completely and only turn on it before you request non-wishlisted books. You can do that by going to your settings, scrolling down to Requester Conditions and clicking the button next to I will only accept books under certain conditions:   to 'no' and then hit the 'update' button.

I believe the RC is an all or nothing setting - you either have it for all your books or none of them.  You can however get specific in the wording - for example, write it out as "when sending a hardback I only want it with a dust jacket" or whatever your specific request may be.  Other than that you must either turn it on or off.  Keep in mind that many members will decline a request automatically if it's very long, detailed or appears rude or demanding.  Some people decline any RCs they see as a matter of principle.  (Not me, but I've heard of it with other members.)  Make yoru RC decisions accordingly.

RC's are either on or off.  But you can be very specific.

Even specific to one book, such as "this RC only applies to War and Peace, ISNB #xxx-xxxxxxxxx, I only want the edition with a red cover.  If you have the green cover, please decline my request... For all other requests, please just accept and ignore this RC"  yada, yada.  Remember to include contact information JIC posting members have questions.

If your Requestor Conditions are turned on at the time you click that you want the WL book (or at the time you click to order a book, for a non WL book) your RC will be attached to the transaction.

When you get an offer for a WL book, you can go into My Account --> Settings, toggle the menu from "yes" to "no" for your RC, and then click the "update request settings" button.  After you've clicked that you want the WL book, you can go back to settings, toggle the menu back to "yes", and click to update your request settings.  That way your RC will not be attached to the WL request, but will be turned on for your next order.
