This report presents the proceedings of a conference hosted by RAND and the Urban Institute to discuss these international effects. Four working sessions were held: effects on flows of illegal immigration, effects on U.S.-Mexico relations, effects on Mexico, and effects on the West Indies and inter-American relations. Twelve resource papers were presented and discussed by participants from the United States, Canada, and Mexico.
