I sent feedback to TPTB because I received two PM's but there were no corresponding email messages.  This was their reply. Makes sense to me!

If you are logged into your account when the PM comes in, an email will NOT be sent to you, since you can see the alert numeral on the Personal Messages tab.  The system does this to avoid sending too many emails - we don't want to clutter up members' inboxes.

The Message Alert

Introduced 3/15/2010.

Never miss a Personal Message again!

Now if you are in your account and you get a Personal Message, you don't need to check your email to find out about it!  The "message alert" will appear at the top of any page on the site to tell you if you receive new Personal Messages while online.  You can click the tab to go to your Message Center and read the message(s).

You can see the red alert with the "1" indicating one new Personal Message, just below the blue banner above.

Also, if you read the new PM(s) before logging out, you will not be sent a notification email.  If you do log out without reading the new PM(s), you will be sent notification emails, one for each unread new message.  That way, we avoid sending you unnecessary emails about messages you have already read.

Currently, the alert mechanism takes a few minutes to recognize when you are online (maybe 5 minutes), and also it takes a little longer (about 45 minutes) for the system to recognize that you are offline.  So PMs that you get in the first five minutes online may not trigger an alert, and new-PM emails for any PMs you did not read while online may be a little delayed in going out.  We're working on this, though, and hope to make this as "real-time" as we possibly can, in the future.

You'd have had to scroll back a ways to find it in the What's New since that feature has been that way since 2010 :-P I think us TGs are just more aware of it since we got used to it with Live Help questions coming in while online.

I feel like I am getting almost no email alerts about PMs anymore, just in the past few months, so maybe they made some adjustments to it. I find it annoying that I don't get the email, now I am missing a lot of PMs because I don't think to check my box here.

That explains something that has been confusing and bothering me.  I have PBS open a lot, and my gmail account is open all the time.  I don't always pay attention to the fact that PBS is open and often find a PM when I finally click on PBS.  I always wonder "why didn't I get the email"?  I'm much better at looking at gmail to alert me that there is a reason to look at PBS.  Obviously need to change my habits.
