He loves Nick Hornby and Neil Gaiman.  Also likes police procedural crime books.  Any suggestions?

I am taking a chance here but I think he would like World War Z.   It is actually a perfect blend of the two genres you mentioned.

Maybe "The City & The City" by Mieville.

Some police procedurals he may like:

Inspector Lynley series by Elizabeth George, the first book in the series is A Great Deliverance

Arkady Renko series by Martin Cruz Smith - first in the series is Gorky Park. He's a russian police investigator who goes rogue in later books.

Sheriff Walt Longmire series by Craig Johnson, first in the series is Cold Dish. Set in Wyoming, lots of tongue-in-cheek humor.
