I can't help with a travel guide but once you get an idea of the places to eat you're looking at let me know and I'll tell you about them.  I've lived or worked in DC for more then 20 years.

Lonely Planet books are always nice... Also try googe. There are tons of things to do in DC. And lots of great food. Ohhh and check out http://www.yelp.com (great resources) - the local rates restaurants.
