The short answer is yes. The site tries to be fair to both the sender and the receiver in cases where the Post Office either damages or loses books. If a book is damaged in the mail, then the receiver must mark it received and the sender gets the credit for mailing it, regardless if the PO made it unpostable. If a book is lost in the mail, then the receiver gets their credit back, and the sender is out of luck. So, the sender loses in half the cases of book mismanagement by the PO, and the receiver loses in the other half. Happily, both damaged in the mail and lost in the mail are very small percentages of book transactions.

What about if you used PBS DC?  I thought you still got your credit as long as there was a scan of acceptance.

Yes, if you use DC you get the credit even if the book goes lost.  If you use printable postage, you get instant credit.  If you use DC only, you get the credit when the book is scanned.

If the book simply hasn't been marked as received, and the "lost in the mail" date has passed, do contact the other member to politely inquire if perhaps they received the book but have not yet marked it received (or perhaps gave credit to the wrong member, if there were issues with multiple copies sent by multiple members).  If they do not respond, send a note in to the in-house staff (use the "Contact Us" link at the bottom of any PBS page, then the "Feedback" button) so they can investigate and see if the other member's account is still active.
