I was wondering if anyone knows if I can mail a perfume/lotion gift set?  I tried to mail perfume a while ago and, if i remember correctly, I was told it had to go ground(parcel?) and not air.

Technically, perfume is a flammable liquid, so it is not supposed to be mailed at all through USPS.  It should go through UPS or FedEx, preferably.  However, I know many people DO mail stuff like that through regular mail--but you are not supposed to.

USPS can accept some flammable liquids. They do have to go surface only and you have to mark it with specific markings. Have your local branch look in Pub. 52 for what you need to mark on your package. If I recall correctly, its something like ORM-D consumer commodity.
