I know that when sending books out MM, nothing else can be included. I recently sent books to my sister and mother for their birthdays. Would it have been OK if I would have written "HAPPY BIRTHDAY" on the backs of the envelopes?? Or would that have constituted a "letter" in violation of MM rules??

That should be okay I would think.

A short greeting/explanation related to the contents is permitted, and not considered an "enclosure", so you would tell the clerk "no, just books" rather than get into a go-round with him on it in case he's having a bad day or a real stickler wanting to argue.
