I read this book about ten or more years ago. A man that owned some kind of store in England, was accused of wrong doing, and ended up in Newgate. His family helped him by giving him food and rags to wrap around the shackles. He was transported to Australia, still in shackles on the boat.  He did settle in Australia. The story is similar to the book The Secret River, by Kate Grenville.

Does anyone remember this book or author?

I'm not sure this is the book you're looking for but Victoria Holt wrote something similar called Shadow of the Lynx. Not bad, but not her best. There's also Sarah Dane by Catherine Gaskin that I have not yet read but comes highly recommended. It's on my get out from the library one of these days list.

I flashed on Victoria Holt when I read the description too.

oooh, that does ring a bell...he settled or made his way into the Outback and built the requisite dynasty, right?  I'm not thinking Victoria Holt though......let me see if I can do some research...

There's a series by William Stuart Long which starts with a character being transported to Aus - the first is The Exiles.  The series of 12 continues with his decendants through the early 20th century (WWI, I believe).

I just pulled the books in the series I had off my shelf here and was going to donate to the library, but if anyone wants them, I will repost. :)
