Has been printed, can requesting member still cancel the order????  And if so will PBS refund the money if you have used DC?

They aren't supposed to be able to cancel once you access the address. You don't even have to actually print the label out.  If they PM'd you and asked you to cancel it on your end-PBS will not refund the DC cost. You'll also lose your place in the FIFO line.   If one was cancelled after you printed the label (and you didn't miss the mail by date) then you need to contact PBS because that's not supposed to happen.

Requesting member can only cancel up until the time the wrapper label is created/generated (doesn't need to have been printed).

Sending member can only cancel up until the time they mark the transaction as Mailed.

After a wrapper has been printed and the transaction has been marked mailed, it can only be canceled by the site administrators, not by any member.

PBS Postage fees are non-refundable.  (PBS pays a portion of the fee collected to USPS for the Delivery Confirmation -- and also to Endicia, the electronic postage provider when Preprinted Postage is used -- and these are deducted as soon as the wrapper is generated.)
